Implementation of
U.N. Assistance to the War Displaced
in Tigray and Afar
Region

Implementation of pledged UN Assistance
In July, the UN Country Team in Ethiopia began implementing its assistance
to people displaced by the Ethiopian-Eritrean conflict. An outline of the
joint UN response was compiled in the document "War Displaced in Tigray
and Afar Region, UN Response Summary".
Agencies are presently engaged in emergency programmes for which funds
were immediately available: a total of about $ 3 million.
The following pages give an update of the implementation of the emergency
programme:
1. Food
WFP has agreed to a reallocation for Tigray region of 5,000 M/T of
cereal under a previous emergency operation valued at $1.6 million.
b) Implementation
DPPC has collected the total quantity except 223 M/T which remains
in the EFSRA warehouse in Mekele. WFP will carry out a mission starting
September 20th to the region to review the distribution plan
for the grain.
In addition, WFP is arranging the shipment of 5 rubb-halls stores with
a capacity of 500 – 800 M/T each as a contingency.
2. Health
1) UNICEF
a) Assistance pledged
$190,000 ($171,000 for Tigray and $19,000 for Afar Region) out of
the available $500,000 "Global Emergency Fund" have been allocated to an
emergency health & nutrition intervention. In addition, 50 Emergency
Health Kits (38 for Tigray and 12 for Afar) have been reprogrammed in agreement
with the government.
Plan of Activities and Implementation:
Tigray:
During their field visit to Tigray in September, UNICEF has revised
the initial emergency plan in the Health & Nutrition sector according
to the encountered needs . The new plan contains the following components:
Nutrition:
Plan of Activities: Funds amounting to $57,500 have been allocated
to set up a nutrition surveillance system by providing survey material
(mainly weighing scales) and training.
Implementation: The weighing scales, which have been ordered
from abroad, are expected for next week.
Extended programme for Immunization (EPI):
Plan of activities: The Regional Health Bureaux achieve a high
immunization coverage among the regular and displaced population. There
is no need to launch new vaccination campaigns. Instead,
UNICEF plans to strengthen existing regional EPI services with additional
cold chain equipment. Funds allocated: $52,600.
Implementation: The equipment has been ordered and is planned
to arrive in the next three weeks.
Safe delivery:
Plan of activities: $69,000.- have been earmarked for the purchase
of 200 Traditional Birth Attendant (TBA) Kits, for training of birth attendants
and for follow up of the programme.
Implementation: The TBA kits have been ordered and will arrive
within the next three weeks.
Malaria prevention and treatment:
The Regional Health Bureaux have requested assistance with medicine
and malathion spray to tackle a serious malaria problem. UNICEF is seeking
additional funds. For immediate action, limited funds have been advanced
from General Resources (regular programmes).
Plan of activities: 400,000 tablets and 14,000 litres of malathion
spray have been ordered, partly to replenish the existing stocks of the
Regional Health Bureaux which were used for immediate action until the
UNICEF material arrives.
Implementation: All material has been ordered. The tablets will
arrive within the next three weeks by plane, the spray around November
by ship.
Standard Health Kits
The Regional Health Bureaux have received the existing contribution
of 38 kits destined to Tigray Region. UNICEF has requested information
about further distribution of the kits.
Afar:
Following a field mission mid-September to Afar Region, UNICEF is in
the process of revising the plans of activity prepared by the regional
authorities .
2) WHO
a) Assistance pledged
WHO has delivered 10 Standard Emergency Kits to the Ministry of Health,
donated by the Italian Government.
b) Implementation:
Six kits have been transported to the Regional Health Bureaux in Tigray.
The four kits destined to Afar region remain with the MoH in Addis Ababa
and will be transported upon request of the Afar region. Afar is said to
have sufficient stocks at present from other sources and they do not have
enough storage facilities.
3. Water & Sanitation
UNICEF
Assistance pledged
$130,000 ($95,000 for Tigray and $35,000 for Afar Region) out of the
$500,000 "Global Emergency Fund" have been earmarked for immediate action
in the Water & Sanitation sector.
Plan of Activities and Implementation:
Tigray:
UNICEF has set up the following activity plan in collaboration with
the Regional Authorities:

Water:
Plan of activities: Construction of 15 boreholes equipped with
15 hand-pumps to provide potable water to 7,500 displaced persons. The
costs for the boreholes are covered with 60% ($65,490) by UNICEF and 40%
by the regional government. UNICEF will provide the hand-pumps from their
local stock.
Implementation: The funds have been transferred to the Bureau
of Water and Mines in Mekele.
Sanitation:
Plan of activities: Construction of 100 latrines as well as
hygiene and education training for the total displaced population, including
supply of laundry and soaps. Funds have been allocated in the amount of
$28,064.
Implementation: The funds have been transferred to the Bureau
of Health in Mekele.
Afar:
The agency is in the process of revising the plans of activity
for the Water & Sanitation sector prepared by the Regional Authorities.
4. Shelter and Household
1) UNICEF
a) Assistance pledged
$40,000 ($26,800 for Tigray and $13,200 for Afar Region) out of the
$500,000 "Global Emergency Fund" have been allocated to the Shelter and
Household sector for the purchase of tarpaulin plastic sheets.
b) Plan of Activities and Implementation:
Tigray and Afar region:
The 120 rolls of tarpaulin (80 for Tigray region and 40 for Afar region)
have arrived in Addis Ababa airport. DPPC is in the process of clearing
the material and will arrange transport it to the regions.
2) UNHCR
a) Assistance pledged
UNHCR has made available 3,000 kerosene stoves in the amount of $24,000.
In addition, UNHCR offers the following items out of its in-country
stock:

b) Implementation:
DPPC’s distribution plan for the stoves and household equipment is currently
under revision. After agreement, DPPC will collect the stoves and other
supplies from the UNHCR stores.
3) OCHA
a) Assistance pledged
On the recommendation of the UN Disaster Management Team in Ethiopia and
in response to the official appeal from DPPC, a contribution of plastic
sheeting and nylon rope was made by OCHA, financed with funds from the
Italian government.
b) Implementation
The material has arrived at the Addis Ababa airport
and has been cleared by DPPC.
5. Other Assistance
A. Education
1) UNICEF
a) Assistance pledged
UNICEF has allocated $125,000 ($111,600 for Tigray and $13,400 for Afar
Region) out of the $500,000 "Global Emergency Fund" to emergency education.

Plan of Activities and Implementation
1. Tigray
In collaboration with the Regional Education Bureau and the Zonal
Education Departments UNICEF has set up the following activity plan:
Plan of Activities:

Orientation of 20 educational administrators/planners and 500 in-service
teachers in 11 programmes with 500 participants and 40 resource persons.

Purchase of essential education material for 16,000 children.

Special Protection Needs
1) UNICEF
a) Assistance pledged
UNICEF has earmarked $15,000 ($10,000 for Tigray and $5,000 for Afar
Region) from the $500,000 "Global Emergency Fund" for an emergency programme
in the sector of Special Protection Needs.
b) Plan of Activities and Implementation
1. Tigray
In collaboration with the Bureau of Labour and Social Affairs in Mekele,
UNICEF has revised its initial plan of activities as follows:
Plan of Activities: To provide clothing (bed sheets, blankets
etc.) and lodging to about 60 orphans; organise their transport from Adigrat
to an orphan center in Mekele and ultimately organise a reunification with
their family.
Implementation: the funds of $10,000 will be transferred to
the Bureau of Labour and Social Affairs in Mekele within the next days.
2. Afar
UNICEF will revise the plan of action proposed by the regional bureau
and organise cash transfer.
Monitoring and Evaluation
UNICEF
With additional administrative funds UNICEF has set up an office in
Mekele with a full time field officer and a secretary. A car and driver
will be added to make the office fully operational. The office will serve
as a field base for both, the emergency programme as well as the regular
"Belgium Survival Fund" (BSF) programme .
